Cant get memento mori?
It says on the wiki they're available every killer level, yet I have executioner level 15 and have not seen any?

You can get mori at every level but it still is RNG if you actually get one in bloodwebs.
It's RNG if they appear or not. You don't start getting a meaningful selection of things in the bloodweb until around ~35-40; with a large selection available at level 50.
Oh okay
