why did devs remove the dc penatly?
most of my games now i get atleast one dc or two depending on the killer i play and how i play it just makes no since why the devs would do this

Well...
But to answer your question: It was possible to abuse the system to give players huge Bans. A Streamer got a 72h Ban, despite not DCIng (it was seen on the Livestream that the Ban Timer went up).
So they disabled it, I assume it will be back once they fixed what made this possible.
