probably they are fully overhelmed with clipping issues for linked cosmetics so was no time to make new musics :)

Doc wasn't a rework. A rework is when the power is changed completely like Freddy.
Peanits confirmed on Reddit before that Doctor's changes weren't necessarily a rework and he got his own chase music. They only started giving different killers unique chase music when the Demogorgon came out.
Probably because of the corona stuff they can't actually get together and work as efficiently.

If that's the case then how did Konami work with BHVR to get chase music for Pyramid Head?
It was probably made before hand. They do this stuff in advance.
Maybe they'll be adding it after PTB.
