Allow for chest to generate with 1 random add-on

It doesn't need to be 100 percent of the time. But allow for add-ons to spawn in chests by default. Because of the recent change to add-ons survivors won't be able to keep the add-on unless they have ace in the hole.


This allows chests to be more rewarding safely because the add-ons can't be kept.

    I think it must be more like a perk(maybe reworked one)/offering - it'll work just exactly fine then
