So When is Console Getting Free Legacy?
Devs release Howling Grounds Cosmetics to everyone because it was not available on all platforms meaning Switch owners did not have a chance to earn the cosmetic. Legacy skins are not being given out because it was hard to grind the bloodweb all im taking from this statement is that console players never got the opportunity to earn them. If they are going to be "times event cosmetics" just like howling grounds, might as well release them all since giving out the howling cosmetics is essentially a slap in the face to dedicated players.

PC Players got them because the grind was much worse back in 2016. It was a gift to those who grinded it all up to Prestige3 when it was changed (with the Halloween chapter I think).
