Using your ability slows you down quite a bit :
92 % | 3.68 m/s (Charging Torment Mode)
110 % | 4.4 m/s (Torment Mode)
So its wise to not overuse the trail and only lay it down in tight quarters, in a chase, or strategic spots. Laying the trail close to objectives like gens or hooks removes the trail shortly after placing it (they are restricted zones).
His ranged attack is his strongest ability and the reach addons for it are quite useful. Its difficult to use the ranged attack though since you need to act quite a bit in advance and think ahead. Its also useful to have a understanding of where survivors are and how fast they are when using it through walls (like with nurse).
Lastly, dont use your attack if you arent quite sure you will hit since it costs time aswell. Use it especially when the survivor needs to vault a window/pallet or drop a pallet since a well timed attack is a guaranteed hit in this situation.

Its also not bad to have tormented people in late game since a down close to the exit gate can result in a caged survivor at the other side of the map. So not using the cage in mid game can be beneficial as well.
Btw. the PTB is maybe not how you imagine it, it only lasts about a week and you have extremely long queue times, because of that most people only test stuff briefly, sometimes with friends in "Kill you friends" mode. Most people try to play the new killer so the waiting time for a puplic game can even take up to an hour, on this ptb for me it was around 20minutes. After a few days are probably not many people left, most switch back to public pretty fast and after around a week they shut it down completely.
Your range attack is garbo, don't use it unless they are vaulting or dropping pallets, use it as a mindgame too get hits. if they enter a loop, pretend too range attack them and they have too play a 50/50 you'll win. If they drop the pallet range hit them, if they keep running you M1.
Leave trails everywhere. The smaller the map the better, for large maps put the trails in loop paths so they have too walk into it. Make sure too make waves when leaving the trail, on small maps like lerys it makes it too were they can't walk around it.
make sure your perks are about gen slowing. PH has a lot of trouble with gen pressure, so make sure you have good slow down perks for him.
Start charging your power and leaving trails when you are right behind survivors at a reasonable distance, you can hit them before they reach a pallet/window if theu commit to it or you'll force them to run away from the pallet/window.
A few things i noted playing as him on the PTB, first off, torment is worth very little. Unless you have someone trying to save a downed survivor, usually its better to pick up and hook them manually. Its harder for them to be saved than in a cage on the other side of the map, since that's probably where other survivors are already
Also, don't spend too long worrying about tormenting survivors (interesting to say that in a mechanical way lol), its begger to get a quick down than risk wasting time tormenting them mid chase, and laying down torment randomly aroind the map will do little, as it can be easily avoided outside of chase, and even provides very little information even if they just run through it
And finally, get into the survivors head. Ol triangle noggin has that huntress/deathslinger threat, so survivors will always be weary of a ranged attack. Tap the charge to barely slow down to make them fear you'll use it near a pallet, and then they have to make a read whether you will or if you wont pull the trigger. If they dont throw the pallet, you can just slap em with yeh slapping stick
Build wise, hes got good antiloop, so go for slowdown perks and information perks. Dont listen to people who say BBQ/TT/PGTW is useless on him, you'll still be hooking people, and you really should be hooking people early game, so they will see use.
Sending survivors to the time out box is better later in the match, where the size of play area is smaller and survivors have to travel further to free them, and his free mori is just gravy. Powerwise, just use it like a bad ranged huntress but its easier to cast and you'll be golden, and heaven help survivors if you decide you fancy camping a boxed survivor. If you make it there first, you're guarenteed someone is getting downed and hooked
