Getting the DC timer for getting booted from a match

Why is this a thing? I didn't hit the "Leave" option.

Every few games it seems like I get a server with horrible connection and people just start getting booted, including myself. And each time this happens, I have to wait longer despite not doing anything wrong. Why is this a thing?

    Better question: why is Leave Match a thing to begin with, while it penalize the person for any reason at all with a soft ban. Why e end have the option to leave if it's a penalty to leave whatever the reason...
