"garbage perks" solution = legendary skins?

we all know there's a massive pile of bad perks already in the game that the devs are looking at reworking, I'd honestly rather they stop introducing new ones and instead make the weak perks we have more competitive, without sacrificing content... which, now, they might actually be able to do?

that was my immediate thought on the heels of the perk announcements and the introduction of 'legendary skins'. imagine getting new survivors without piling on useless perks, while also keeping your levels, item hoards, perk collection, not having to p3 someone entirely new, etc etc.

as of now we only know of one legendary skin, cheryl mason turning into lisa garland, both from silent hill. does this open the door to nancy thompson of the original nightmare on elm street, karen or allyson strode from the 2018 halloween sequel, somehow sidney prescott of scream fame? could killers also change shape within their respective franchises? will this only affect licenses, or originals too? is legion the example of what that could look like?

so many questions. lemme know what yall think!

    It is not garbage perks, it is total garbage, please fix

    I doubt killers would be able to, "change shape" without it being confusing for newer players
