Paragraph Idea: Mortal Kombat
New Killer: Shao Kahn
Lore (definitely not canon):
Upon breaching the portal into Entity's Realm, Shao Kahn slowly transforms the Realm into a part of the Outworld itself. Kahn strips the Realm of all life, claiming every soul as his own. But there are souls which Kahn cannot take. These souls belongs to the survivors chosen to represent Entity's Realm in a new Mortal Kombat.
Now, the Kombat continues...
Power: Mortal Kombat
Shao Kahn can trigger a Mortal Kombat, during which:
- All survivors become Exposed.
- Shao Kahn gains incredible power: speed boost, reduced attack cooldown, extended lunge range, immunity to pallet stun (it'll break immediately), and immunity to flashlight blind. However, he cannot perform break action or pick up downed survivor.
Mortal Kombat will end if:
- Shao Kahn downs a survivor or captures a survivor in a locker, in which case Mortal Kombat enters a cooldown and Shao Kahn becomes an M1 killer until it ends.
- Shao Kahn is defeated using Artifacts, in which case Mortal Kombat enters a cooldown and Shao Kahn will retreat until the cooldown ends (the animation is him entering a portal). During the retreat, Shao Kahn becomes completely invisible, with 0 Terror Radius, and can travel around the map but cannot interact with anything in any way. When he returns, the animation is him coming out of a portal.
The Artifacts:
Scattered throughout the map are altars on which an artifact is placed. They are items which can be used to attack Shao Kahn (Raiden's thunder, Liu Kang's flame, Kitana's fan, and so on; you get the idea). Though they have distinct looks and animations, they are all simple projectile (like Huntress' Hatchet), with a short cooldown between shots. Successfully hitting Shao Kahn will stun him briefly (he's invulnerable to further attack during the stun), and Shao Kahn needs to be hit a few times to defeat him.
An artifact can be picked up anytime, but it can only be used during a Mortal Kombat. It has a usage limit, and once it runs out (or if it gets dropped), it'll disappear and a replacement appears in the altar. They cannot be brought out of trial.
(Note: it should be very difficult to solo Shao Kahn. Survivors should group up and attack him from behind while he's chasing someone, or attack in-between his attack cooldown.)
Perks:
Finish Him!
Once the gate opens, grant the ability to kill up to 1/2/3 survivors that has reached struggle phase before the gate opens.
"FATALITY" - Announcer
You Suck!
Any survivor that successfully escaped chase will get a 5/10/15% repairing, healing, and cleansing debuff for 40 seconds, or until they enter chase again.

One True Kahn
When you perform a break action, any survivor within 8 metres will shout and reveal their location for 4 seconds.
Gain a token every time you hook a survivor, up to 1/2/3 tokens. Each token increases One True Kahn range by 8 metres.

This is a really cool idea, but it does not fit DBD in the slightest.
First, Shao Kahn is not a horror character. If a video game character where to make it in, it would be someone from a horror game, like Slenderman or Pyramid Head.
Second, the whole thing is very similar to Oni with a bit of Myers. Ability to increase mobility/gain one shot potential, goes on a long cooldown under certain actions, longer lunge range. The difference is, Oni has to work to get his power, while Shao Kahn just kinda gets it.
Third, this would be the only killer in the game where you actively fight the killer. The closest thing to this in the game is blinding a cloaked Wraith, which is the most unfun part of Wraith. You're supposed to escape the killer, not fight it. Giving Survivors this much ability to disable the killer would be WAY too different from everything else in the game.
Finally, the killer would be a nightmare to play as against SWF. Imagine they communicate well and hit you enough times to only need one more hit to disable you, groups up on a Gen, then hits you when you approach. There is absolutely nothing you can do to stop them from completing the Gen. About to down a survivor on Death Hook? Guess what, you can't do ######### now because some guy came around the corner and blasted you. Not to mention that you can't do a single thing while disabled. You can't even go and clear out the pallets. You can't disrupt survivors. It's like Old Freddy mixed with Old Wraith, where you can't attack, and you can't break anything while disabled.
Not to mention the fact that you left out key numbers. What's his base movespeed, and what is it when Mortal Kombat is active? What's his Terror Radius? These things matter a lot.
For the perks:
Finish Him is useless. It's a useless effect that only comes into play at the very end of the game. I get the thematic part of it, but this would unironically be the worst perk in the game. It does nothing. It encourages you to kill survivors slower, as Mori's typically take longer to go through then finding a hook and hooking them.
You Suck is more interesting, as it has good synergy with several killers. This perk would become Legion's new best Perk, and given that it effects Cleansing, I think that's intentional. It would be really good for Deathslinger, anyone running Play With Your Food, anyone running Thanatophobia, ect. This is a really solid perk.
One True Kahn I think is too similar to Infectious Fright, but not as useful. With Infectious Fright, downing a survivor and immediately knowing if anyone is nearby is super helpful. On Oni and Myers especially, who can easily chain Insta-Downs with it. If they get downed in the open it tells you if you'll get blinded, if you down someone at an undropped pallet it tells you if anyone is going to smack you with it, it just has so many uses. Knowing where everyone is when breaking something has way less uses, and will have less range then Infectious for a chunk of the game. In a chase, breaking a pallet and knowing where the guy is doesn't help much. You're stuck in the animation, so knowing where they are when breaking wont help much since they will not be there when you're done. If you aren't in a chase, and break, say, a Generator, you'll know where the survivor is in that moment, but you won't know where they go. You don't know if they will stay, run left, run right, or if they where already in the process of running and are long gone. And for the range, most killers automatically have more range then that with Infectious. The only use of this perk would be to initiate chases on Survivors that snuck away from a generator before you got there, which is too niche to take up a perk slot. And raising the range won't really help either, as far away survivors will have even more time to hide or escape.
Overall, I think most of this wouldn't really work in the game, but I really like the idea of You Suck.

I'm flattered by your long response. This idea starts with the thought, "how can I make DBD a battle arena?", so I definitely didn't expect anyone to take it seriously. :P
But yeah, I leave out the numbers because those are the kind of things that's fine-tuned during testing/balancing. I honestly have no idea how balanced a killer like this would be.
