Presumably you are talking about Steam? If so, people change their name constantly and it takes a bit of time to catch up on the server, especially if they do it mid game.
This for example. You're saying the scoreboard has their old name and the chat their new name that they changed mid-game?
I stumbled upon this when I changed my name in a lobby once. So that's likely what people are doing.
