The PTB was released on the 7th at 11AM; the live patch hasn't been given an officially confirmed date yet. However, given that the PTB Rift claims to have "91 days remaining", my guess would be that the live patch is at least planned to release in three weeks' time, on April 28th.

It doesn't say I have to update it, and it says 3.6.3.
