Player PERMANENTLY banned for meming with Franklin's Demise. (My thoughts of an unban system in dbd)

This suggestion came to mind after I saw this screenshot of a support ticket that has been circulating for some weeks now. In the support ticket, a player was found using Franklin's Demise to make a survivor drop an item, and then disconnecting. They were later permanently banned. (I would like to add that this screenshot was sent to me by a friend on discord, I am not the person in question.) I would personally never see this as a permanently bannable offense, unless the person did it excessively. I had this happen to me once, and I found it quite funny since a killer threw the match to meme. Here is the ticket in question:
As outrageous as this first appears, this was because the player presumably cheated progress or the likes in the past. From what we can interpret, the player has (most likely) not cheated on the current account, as this (most likely) would be mentioned to further warrant the ban.
This got me thinking. Does a player who cheated progress in the past, but has since improved, really deserve to be permanently shunned from the community and the game for a single, temporary ban? I, for one, don't think so.
A lot of game developers (Activition-Blizzard, Riot games to name a few) allow for a de-escalation policy, where a temporary (or permanent ban, in some cases) can be lifted from one's account, if the player in question has made considerable efforts to improve themselves. This policy is based on the idea of second chances, that people can improve and learn from their mistakes.
If such a de-escalation policy were to be implemented, some things would need to be cleared up.
What exactly is a considerable effort to improve oneself?
Regarding a cheater like the person in the ticket, such an effort could be that they sent in the cheat that they were using. This would prove that they are no longer interested in cheating, and it could be a tremendous help for Easy Anti-Cheat to help detect cheats in the future. This is interesting because it would turn the cheaters against themselves, which would help the community as a whole. The cheater in question could have all of their hacked progress reverted, and any subsequent cheating would result in a permanent or even an id-ban, or the player could also be required to buy a new account, but still have one strike removed from their account. This would increase revenue (because the player would play dead by daylight longer) as well as player life-span.
Regarding a toxic player a considerable effort could be a 6-month trail period, during which time, if they have not received any reports, they would get one offense lifted from their account. This would give the player an incentive to improve their behavior, as opposed to them buying a new account and proceeding with the same toxic behavior.
I believe such a support system could work because larger game studios have, overall, had good things come out of them. (Perhaps the most famous story of such a lifted ban is the story of tyler1. A great watch, if you find the time.)
This question goes out to moderators and developers, as well as players alike, do you think players deserve such a de-escalation policy second chance in Dead by Daylight?

I'm happy with the ban system that we have in place right now.
We also do not discuss bans on the forum in anyway.
