QoL change: allow to switch to a toolbox while repairing

I've seen Almo's comments about how toolboxes are now meant for strategical plays.

To promote this I'd like if it was removed the need to stop repairing the generator to be able to use the toolbox, allowing an instant switch to the toolbox while still repairing. It's a very minor change, but more would make the whole mechanic less cluncky.
