Hooked By Redeemer During Unhook Animation - Intentional?

During the unhook animation of being saved, I was hit by the redeemer before a normal hit would have registered and damaged me. This hit counted and I was hooked and being reeled towards the Deathslinger before I even had control of my survivor.

Is this intentional? Because it feels like it shouldn't be. It seems completely unbalanced given the change made to make unhooked survivors invulnerable until the player has control.

    It technically doesn't damage you. You are aplied like a mini status effect.

    I'm not suggesting it does. I'm suggesting the hit shouldn't have counted, just like any other type of hit in the game wouldn't count during the unhook animation of a survivor being saved.
