I don't think they are. They were deactivated about 3 weeks ago almost immediately after they were launched and they haven't said anything since. I heard it was because people were being matched in a server on the other side of the world but I don't really know the exact reasons behind deactivating them.
They need to come back up asap. Every match has a DC, P2P connections are consistently unstable. Based on personal experience. The only negative about dedicated servers is the "dedicated hits" you can sometimes receive as Survivor.
I think getting dedicated is better than teammates ragequitting just because the killer looked at them or something.

Meh since a lot of people play killer with crappy wifi... you still get those dedicated hits without the servers lol
