What if we had an ex-WW2 soldier?
Perks:
Civil Duty: "You must be prepared to make the ultimate sacrifice"
If a survivor is hooked when all generators are done, this perk activates. If the killer is within 10m of you when you unhook the survivor, all survivors within 12m are given endurance for 20s. You are exposed for the remainder of the trial, and are permanently revealed to the killer. Can only be used once.

The knowledge that others have come here before you, and made it ok, give you and other survivors reassurance. Whenever you or another survivor completes a generator, you can see the aura of all survivors over an unlimited range for 4s. This trumps lockers.
Offensive Push: "Victory is in sight! keep moving!"
When within 24m of a hooked or carried survivor, and within 6m of another survivor, you and that survivor run 7% faster. If another survivor is unhooked or wiggles free while you are within 24m of them, this perk goes on cooldown for 90s. Survivors can only be affected by one Offensive Push at a time.

Speaking of Bill, Civil Duty is a more specialized but also unstoppable form of Borrowed Time. In some situations, you'd just flat out deny a killer the possibility of a kill. It'd be toxic as hell. It's a no from me.
Kilroy seems fine, I guess? Not sure what purpose it serves that wouldn't be better served by Aftercare, Bond, or Empathy. Except to find locker Dwights and sandbag them. Have a hard time imagining it being used.
Offensive Push: Basically exists to help body block? Combine with Breakout for maximum effect. This I think might be the most decent perk suggestion here. I'd probably have to nerf the 24m to 16 meters or less, though.
