The cause of camping and tunneling

I'm not here to shame or complain about camping and tunneling. Im just here to discuss why these are such huge issue with the game.

These issue exist mostly because of the way the game is built. i mean... of course the killer is going to tunnel someone till they die, its in their best interest that someone dies ASAP. The faster the other side loses a teammate, the better of a chance i have to win. This of course gives MASSIVE amounts of incentive to the killer to do this, much to the survivor(s) detriment.

The only way i can see tunneling becoming a non-viable strategy is to remove/greatly reduce the reward for the killer for tunneling. And no, i dont mean in terms of emblems or bloodpoints, because people dont really care about that, or see those things as a "win condition". In order to prevent unnecessary tunneling, survivors would need a shared "health" pool.

I just want to say, that the following idea probably would not be balanced in the current state of the game.

So basically, my idea is that there would be a meter on the side of the screen, that had 12 sub-divisions in it. Each time the killer got a hook, the meter would partially fill up. The killer would require 12 hook states before "winning". In this system, a survivor would not be booted from the game after 3 hook states, but could in theory be hooked up to 12 times before instantly dying on hook. The other 3 survivors would be exposed or something then blah blah blah, force the game to end somehow while making the killer feel awesome for getting 12 hooks.
