Allow Two Offering Slots (The Second Being Locked to BP Increasing Offerings Only)

It seems silly to me that we can't have a BP offering along with a map offering, and the BP offering should lock that offering in until all are consumed, this would basically increase BP rates for everyone, and use up the copious mounts of (mostly useless) BP offerings we all have.
