Just as title says, recommend lowering its c/d because many times we’ll get a subsequent down and tremors is still on c/d.

A lot of perks need faster cooldowns.. I'm all ears (also a ghostface perk) also needs a much shorter cooldown

Some perks don't need a cooldown at all, like Surge.
