So I have a question about this Add-On.

Why exactly does it increase your movement speed to 4.5 m/s instead of 4.6 m/s?

You can not teleport.

You can basically use it on loops to play Hag like Clown or Freddy because it gives the Hindered status effect.

But both Clown and Freddy move at 4.6 m/s.

Any exact reasoning behind that? @Peanits
