I don't understand why there are matchmaking issues

DbD is currently the 22nd most played game on Steam.

At time of posting, there are 33,641 active players (see screenshot).

How many active players do there need to be to get fair matchmaking?

I mean, does a game need to be in the top 10 most played games on steam?

If that's the case, it will make the decision to buy PVP games in the future much easier, with a quick scan of the top steam charts.
