Crows on certain maps

Is it just me or do some realms barely have any crows on them? I very rarely see any on the Autohaven maps, and I'm sure there were other maps I haven't seen many on, and then there's Lery's that seems to have an infestation.

Could it be possible to make them appear evenly on every map? Or at least, make them appear in the first place on some maps where they seem to be missing entirely.

Figure I'd kick this one up since it didn't get many views.. guess no one else than me runs Spies from the Shadows so it's not a priority for anyone
