New ruin by default

I think the new ruin is great, but I think it wouldn't have to be a perk, I think by default all the engines would have to return when the survivors don't touch them, also the number of people working in a generator would have to be limited to just 2 people always

    I don't think the new ruin should be basekit, however I think the regression that ruin provides should be.
