When someone is hooked the entity block the hook so killers could leave to apply pressure on gens and maybe after 15 secs have passed since killer is at 32m of the hook it start the countdown.

I think it's totally unnecessary personally, a killer can always leave a hook and if the survivors dive bomb the hook the minute someone is hooked, that's more chance to injure people and it's also people not working on generators.
Plus, in that scenario you're also giving survivors extra time on the hook - which means that the survivors have an extra 15 seconds on a generator, I think most killers would prefer to get survivors off generators as quickly as possible instead of giving them extra time on them.
