General framerate issues on consoles, especially when playing the Doctor

Console framerate needs to be fixed, I thought it was supposed to be fixed ages ago. The framerate drops to ~15 when playing the new Doc. Sometimes the framerate is fine, around 50-60,but most of the time its not good at all.
