Just because they didn't mention those perks doesn't mean they think they're good. Some perks are easier to buff than others.
Dude, mind breaker is an abomination, it's really hard for them screw up a perk so terrible. Wouldn't be surprised if they managed it though.
In the case of mindbreaker, it would probably be a rework instead of just statistical buffs (also known as taking more time to buff than other perks), hence why it would be on the backburner.
