TripWire
TripWire would be a nice item that is indiscriminate on who it effects that survivors could bring in the game.
Any survivor that carelessly place one and have a teammate step on it will cause that player to trip. Alerting the killer to their location and make the player fall down ( not hurt or dying state) and will have to go through a animation of themselves getting up
If the Killer happens to Trip it it reveals their Aura and stuns them momentarily and if carrying anybody they'll drop them.
The dropped survivor can either go into a dying state or be dropped allowing them to run away
Allow Killers to spawn Tripwire as a offering and they'll be able to see them
Allow survivors to bring it in as a item

Sounds like it could create some comedy moments but not sure we really need another way for the killer to drop the survivor.
I could see it working more as a killer only add on.
More specifically I see it working as a well deserved buff for leatherdaddy.
Though my concern would be lower resolutions. If someone has to lower their resolution scale for performance issues, it might make it hard to see a thin tripwire.
And require XX amount of space to be cleared before you can place the Tripwire so the stairs can't be blocked
Well for the first issue you stated, just make it not placeable on basement stairs and not too close to the beginning and end of the steps, like how you're not allowed to trap directly under the hook.
