Is disabling vsync against the "rules"?
Is it bannable? Sure you mess up with game files but since almost anyone does it, I don't see someone being banned for it
Side note; if they already disabled vsync, is it bannable to change the perk icons? I have some good ideas :D.

Disabling vsync is not bannable as far as I know
No one has been banned yet for changing icons, the devs will not actively ban anyone for changing them but if one day EasyAntiCheat decides to ban people for changing those files then they can't do anything about it.
I personally modified my config files heavily, including disabling v-sync, for almost 2 years now, and I have not been banned yet, or ever got a EAC warning. So don't think its bannable.
