Archives and DLC characters
Introduce splinters for dlc killers and a similar type of offerings for survivors in a bloodweb to be able to play as them with 3 teachable for the duration of the rift. 1 challenge should not be worth 9000 shards 500 auric cells. Considering you also bring characters from 4 completely different DLCs

My answer is going to suck but.. the target audience for the archives is the player who has everything.
Most casual players won't care about unlocking everything or doing every challenge. It's there to give more value to the game for older players. Yes, the bonus bloodpoints are nice, but they're 1 game's worth of points, nothing to write home about, even if they do add up in the end.
Yes, it sucks if you don't own the characters, but you're not missing out much in the end, because you wouldn't buy the premium track to get the full rewards, and I doubt someone who doesn't pay for the DLC characters would pay for charms and cosmetics for other characters they don't already own.
That being said, I still think you have a point and that they should have made the second tome about the other free characters. There's 6 free survivors and 5 free killers. 2 of each for each tome is 2 tomes worth of free characters before moving on to the paying one. Or heck, go half and half (1 paying and 1 free per role per tome)
But at least the way things are set up, nothing is blocked behind a paid character, you can reach around and complete everything else (like, the two Jane ones are next to one another and you can go around, the doctor and spirit ones are at the end of a path)
EDIT: (Oh, also, in the Q&A they did earlier today, they mention a 30% off on the 3 DLC characters if you buy them in-game with Auric Cells, for those who want to do it all but didn't want to pay the full price) but yeah there's 40% off sales all the time on Steam but only for full packs not separate characters, so if you only play one role or the other and don't want to buy the full packs, this is a good opportunity to get the characters.
