The perk simply isnt as strong as it was, considering it was able to override the highly popular, powerful Ruin.
Dont really see a reason to take it now, unless you have a Great Skill check challenge on your Archive.

Tapp has another great perk for the Ruin 2.0 world. It's called Detective's Hunch and I suggest you swap your Stake Out for it, because this is about to become the NOED 3.0 world.
