Why new ruins would not be op without hex
Ruin has been nerfed to be a late game affect but still kept the Hex part of it. One of the devs have said that without the hex it would be "op" but would it really? Well lets look at what would stop it from being over powered if the Hex was removed
- Survivors repair gens faster than ruin regresses. The regression you get from ruin isn't as impactful when survivors can repair faster.
- It's useless early game. It's going to be hard to chase survivors off of gens and get value from ruin when there is 7 gens you have to patrol and 4 survivors to look for. By the time you search one side of the map a gen on the other side could already be done.
- Being a totem means you get less value from it. When it's a totem it can be cleansed and will be taken away forever. This means you are going to have to go out of your way to check on the totem to make sure it isn't being cleansed. Taking the time to protect your totem means your not chasing survivors off gens and ruin isn't being used at all. But if you don't take the time to visit your ruin it will easily get cleansed and become a wasted perk slot
Now what does warrant it for being a hex perk?
- Ruin combined with surveillance makes for a strong tracking perk combination
- Getting in a 3 gen situation with ruin would make it incredible over powered
These are reasonable worries but these still wouldn't break ruin if the hex part was removed.
First the surveillance combo. Yes it very strong tracking and maybe the could have surveillance have a delayed activation when it comes from ruin but the killer is taking 2 perk slots for it.
Second the 3 gen situations. Most the time when you get 3 gens it was your fault for not trying to repair different gens but the killer can force 3 gens on certain maps. If that happens the devs can simply make the regression of ruin be the same as normal regression if the last 3 gens are to close to each other.

The main problem is definitely 3 gen situations becoming impossible to escape, and I don't like the idea of making complex changes like the one you suggested that are situation-specific.
Hex: Ruin will be a niche perk. It will be scary in killers with map pressure that can force people off gens. Billy will probably be the best user. The main problem is that it's becoming a completely different perk with a different function, it should be a new perk altogether and Ruin should still be something that works for the early game imo.
