Idea for perk system

The idea is simple to divide all the perks into the best, medium and weak, and enable the player to take a few of each category with him to the match, say 2 best 2 medium and 3 weak (the number of categories and perks in them may be different).

This decision would allow, in terms of balance, not to bother much about the strength of each individual perk, because there will be categories in order to determine the strength of the perk. You could continue to make really strong perks and not be afraid that they will be taken with all the other strong perks, because you can take only 2 (or another number) of the best perks. And for the players, this would be an opportunity to really try something new and use the whole variety of perks in the game without making a weak build.

The most important thing in this system is to correctly distribute perks into categories so that strong perks do not fall into weaker categories.

Next will be just the thoughts that led to this idea.

Both survivors and killers have perks that seem to be strong, but if all these perks are taken together, a very strong build is obtained in which it is not practical to change anything seriously (for example, a build for survivors borrowed time, adrenaline, decisive strike and one of exhaustion perks, some of them you can change on something like unbreakable or maybe iron will).

For killers, this problem is not so noticeable(because killers, unlike the survivors, have a power that affects the chosen perks), however, due to some perks that you can’t get around (for example, slowing down the game), there is no room for weak perks.

Ideally, of course, do not change the system, but buff weak perks and a little nerf strong ones (just like with killers, but that's another topic). However, there are already too many perks in the game to deal with each individual perk.

Well, now the main problem of this system. You need to change the system of getting perks in the game, at the moment it's too long to get all the perks in the game for each character. And for the system to work, the player should be able to take perks from each category, and for many killers their perks will most likely fall into one category (older killers have most of the perks are strong and most new ones are weak) and with the current system of getting perks new players will most likely play for a long time without a particular variety of perks in one of the categories.

For example, you can make the perks of some old and free killers common so that a new player already has a certain number of perks in each category, then you can even not really change the current system for getting perks.
