Yeah its punishable, but were they actually speed hacking for was it just a perk or bloodlust?
Its probably not a speed hack but the bug which gives infinite speed. This isnt something in the survivors control and not something they can replicate by doing any set actions.
The entire match they outran me even when I had feral frenzy up. Not like, I couldn't catch them. But they were pulling ahead of me, running back at me, and then pulling ahead of me again.
Oh well. Still reported them. They still abused a bug even if it wasn't their fault. Just weird that the worst survivor all of a sudden was untouchable.

There's a bug that make you run really fast when you get hit by the killer.
This bug happens most of the time when you're ping is high.
Its not actually bug abuse as that is something done on purpose and not bannable.
The only way to not abuse this in reality would be to let you catch and hook them (that apparently fixes it) but some would camp them thinking it is a hack so its a double edged sword really. There are other ways like dropping from a height which may fix it but its never guaranteed.
It happens so randomly from what I have seen like after an unhook or being hit when getting healed to name but two. It certainly does need fixed asap though.
This happened to me and picking up another survivor fixed it.
