So my friend from xbox started to play in pc with the gamepass thing and now that crossplay is available on the 2 pc platforms and they can play together randomly, how can someone from steam add a guy from windows store? Do I have to link anything with xbox?

(if it's even possible to play swf in crossplay)

You are not currently able to add Windows Store users as "friends" in order to play with them from your Steam account. This is something that will be implemented in the future I believe but I do not have a set date for this as yet.
