Devs explained it a while ago, if you can’t find a lobby your rank in your region within a certain time limit you get paired with another region (any rank) to keep matchmaking fast as possible
The short answer is if the game can't find a good match for you, it gives you a bad match because it assumes you would rather play the game with bad matchmaking than not play at all.
Well for me even my rank 2-4 teammates play like if they just started playing for a first time so it is just the same .... I did get a rank 14 killer last night though for some reason
It also seems to look at all people looking for a game at once. So, for example:
4 Man rank 1 SWF queues for a game 3 min before you at rank 13 do. No one is playing killer in red ranks in this example, or all the red rank killers are in game, so our SWF gets lobby simulator for a couple min. Their search goes to purple ranks but no killer available there either.
You now queue just as the game decides any match is ok for our SWF team. Since they’re sending the “any game is ok, high priority request” signal since they’ve been waiting a while, you get sucked into their game super quickly when you queue up.
I can’t confirm this is exactly what’s happening, but a quick killer queue into an imbalanced game...I’m not sure what else could cause that other than the above.

How long was your lobby time? If it was long it may have skipped the Rank cap that doesn't work and gone straight to the people closest to you.

Is it happening regularly? If so the matchmaking probably broke again, It happens a lot.

Rank 11 and got 2 rank 4s. After like 15 seconds of queue.

Their should be an option in the main menu to change between prioritizing either balanced matches or quick matches.
