When you have fewer than the starting number of Reverse Bear Traps, a power meter (like what Killers from Spirit onward have) begins to fill. Once it fills completely, you get back one Reverse Bear Trap, and the bar begins to fill again if your Reverse Bear Traps are not maxed out.

Give it a long recharge time so that it doesn't effectively become "have unlimited RBTs." Basically, like how Nurse's power meter recharges blinks, but WAAAAAY slower.

From there, you now have an excuse to replace a few of Pig's garbage add-ons with add-ons that reduces the Reverse Bear Trap recharge time.
