My optimistic look at "over performing"

This is just what I WANT to believe BHVR means by "over performing". Lets just say that BHVR is aiming for a roughly 50% average kill rate on all killers. And perhaps spirit is at like idk 70% kill rate on survivors, and thats why they are "having a look" at spirit.
