Why new perks are always weak?
Why every time there is a new killer/survivor the new perks are so weak?
They are literally useless. Can anyone explain this to me?

Because they're scared to make another Mettle of Man debacle.
Inner Strength is an example of a great perk, it gives a strong effect but isn't gamebreaking.
The demo ones especially feel like they went "What's a really cool effect we can add" and then just kept making it weaker and weaker until we have something that's cool in theory but garbage in practice/numbers.
I think @SpaceCoconut put it best as long as you have perks that directly affect the survivors gameplay they're going to have to be weak.
Especially when you consider too many negative will actively make the game unfun for survivors.
For example swing chain + red paintbrush Freddy with thanatophobia + dying light + ruin and pop goes the weasel turns the game into a very annoying slog for survivors.
Hell for the most part you don't even need ruin you could replace it with thrilling tremors or sloppy Butcher just to be even more annoying.
