first of all ur running the wrong things to get this achivement.
perks should be Hex ruin, monitor and abuse, play with your food, and whatever last perk u want but NOT BBQ and chilli (shouldnt be hooking anyone anyway) i would recommend discordance or some perk that helps u to find survivors. or something that might be able to protect the ruin like thrill of the hunt
and the addons should be both pink addon. (tombstone and fragrant tuft of hair)
spend all game just trying to stalk everyone until u get the to EW3
if u find the obession, let them escape 3 times this will get your save the best for last up to 3 stacks, DO NOT USE THESE STACKS if u kill it wont use any stack and u get to keep up your speed
once at EW 3 just go right up the survivor an kill, dont hit anyone. (killing dosent count as offensive action for some reason)
also its best to wait for rank resets so u can do it on potatoes

They can't. Queue times would be far too long for this to ever be added. Especially at high ranks. High rank killers already have to wait for 5 or so minutes quite often to find a game. Ranked queue times would be ridiculous to a point that no one would play it.
i heard that they are planning on adding cross play between the PC, xbox and PS4. if this becomes true. then there should be more then enough players

- change time to take them to fall asleep from 7 secs to 4 secs OR make it so that during those 7 seconds the survivor cant do any actions, except for dropping a pallet and jumping through windows. so no rescues, no healing no doing gens.
- make it so that self care failled skill checks cant wake you up
