After tons of people have complained about how many killer perks are "gives an effect which can trigger for 20 seconds and then goes on a 180 second cooldown even if it does nothing", BHVR have... decided to do the same thing to survivor perks, I guess?
I really, really, really don't think Blast Mine needed this nerf. What is this nerf even supposed to do to its playstyle?

I don't think self-unhooking is "overpowered" or "unfair", as much as I think it's just a really weird, janky mechanic. It encourages survivors to waste their unhook meter, which effectively throws the game (not completely, obviously, but a little bit) for their teammates. When it does work, it throws the balance in the opposite direction.
I understand that it's meant to add a little bit of "dynamic-ness" to a match, but I feel like the high negative-player-experience cost of "three teammates having a teammate waste their first hook", and "killer feeling like their hook pressure vanished", is a bit too high for the price of "the game is a tiny bit more dynamic."
Removing it and reworking Slippery Meat and Deliverance to 're-activate' it would mean that the killer's lost pressure is traded for a perk slot, which mitigates that side of the equation. You'd still have to figure out how to mitigate the "chance of throwing the game for your team" concept for any chance-based Slippery Meat, though.

In terms of wanting to "encourage build diversity", I think rewarding players for playing with diverse builds would be a lot more productive than forcing them to play with diverse builds.
For example, instead of limiting what perks people are using:
- Give each player a set of random 'daily perks', 3 or 4 for both killer and survivor, unique to each player.
- Pick these perks from the whole perk pool, so that players can potentially try out perks they don't have, or perks they don't have unlocked on a particular killer.
- Give the player some kind of bonus or incentive (XP, BP, shards, etc.) for playing with some or all of the 'daily perks'.
- (optional, potential for lots of negative side effects) In addition to MMR, attempt to matchmake players with players who are using a similar amount of 'daily perks'. People who are running a standard build will be put with other standard builds, and people playing randomized builds will be put with people playing randomized builds.
This is just an idea, and it has some problems, but I think it demonstrates that giving people reasons to play off-meta can be much more interesting, rewarding and engaging than just changing the limiting factor on build diversity from 'the meta' to 'the characters'.

Before I go off, sorry in advance to all the individual staff who weren't involved in these decisions - my advice? Quit. Higher-ups and decision-makers never learn lessons after they screw their staff over. They always, always double down. Now, uh, for the higher-ups and decision makers, here's your message:
When I saw that Stranger Things was being removed, and when I saw the Pinhead voiceline drama, I thought: "Wow! It really seems like whoever's in charge of making licensing deals at Behaviour doesn't have a single clue what they're doing!"
Well, unfortunately, despite struggling all this time to believe that you were just trying to do your best... I was right, I guess. "Having to do this ######### finance scam bullshit to get a character" wasn't worth it. You should have known better.
When you'd been bothered about accessibility features for so long without saying a single word? You whined about it and said "People need to trust us, these things take time."
Reasonable, right?
But now you say "we've spent months working on NFTs" and we still don't have accessibility features? Wow! Thanks for saying we needed to trust you! I'm sorry, but you've done literally everything in your power to be untrustworthy!
I am uninstalling Dead By Daylight and putting a refund request in on steam. I'm sorry I ever defended you, saying "balance decisions are hard", yadda yadda, when after all this time it turns out the people in charge really do care more about jerking off for the finance crowd than making a functioning game.
