You know, that’s a great question. I see new Killer ideas on the forums regularly. I’ve also posted several myself which I think would be fun (shameless plug for my Physicist idea!). However, to date, I don’t think any player ideas have made it into the game, or for that matter have even been told they’ll receive further consideration.
I would say do the following:
- post your idea
- see if it gets traction from the community
- make edits as you see fit using suggestions that had maybe never occurred to you
- repost the new and improved idea
- tag a dev in your post and cross your fingers that they’ll read it and give positive feedback
Do you know any Devs I could tag in my post?

I don't think they use the whole killer or survivor ideas from a fan made chapter. I think they use certain characteristics from the chapters to make new killers and perks. Like they could have read a chapter or request for a killer to drag back survivors and saved it on the back burner for a future killer(The Cowboy). After all a lot of player request things everyday so i would assume they would have endless ideas for them to use.
As for using an actual chapter. They would have to make the person who made the chapter, sign an consent forum. So they can tweak it and use the chapter without getting into trouble.
For example of perks getting made from community feedback and suggestions, says Peanits.
