Now, that's a big assumption, but there's an easy way to put it to the test and either confirm it/prove it wrong: delete DBD and move the installation to a different drive. Please don't tell me your system only has one drive. Because that would be bad news in the event of a drive failure.
I tried this and it made no difference. The only thing I've found that works is just... Walking away from my PC and letting it do it's own thing for 8+ hours until the bar below the play button fills.

I've checked everything and have to every single patch/update. I don't have issue with anything BUT DBD on Steam, which is why I'm so... tired of it I suppose. It's the same fight every time regardless what I try, or change.

This is most likely on your end, or possibly an issue with the specific Steam server you're connecting to. (You can change it under Steam (top left button) -> Settings -> Downloads -> Download Region (don't worry, most countries have tons of download servers, you don't have to change actual region)
That said, I'd assume it's an issue with your hard drive. This absolutely has never happened to me with DBD or any other game.
Everything here I've already tried and it made no difference.
