the only thing people are asking for is for killers who catch a person and just stand there waiting for them to die to get some sort of penalty.
survivors get a penalty for behaviors like running a killer in circles (Windows get blocked). If you DC, time-out. Heck, people just leave the game and sometimes get rescued and since no one is playing, the character just stands there and gets hooked again. People suicide on hooks because f* that killer just standing there. No one wants to play with them!

This. Campers camp because they have been rewarded for it in the past, usually in the form of altruistic survivors bombing the hook and giving them more downs. From a killer perspective, why leave the hook when all the survivors are coming to you? In many cases, the line between actual camping and the survivor team foolishly swarming to the hook is hard for some to see.
If you want to dissuade killers from actual camping, punish them by slamming gens. Abandoning your teammate goes against conditioning, and It sucks out loud for the person on the hook, but getting 1K de-pip games is really the only impetus for these killers to stop. True camping is a terrible strategy against good survivors.
But, if you’re not on a team, you’ve wasted time scouting the hook & running across the map to help before you realize the killer is a camper.
even on a team is is HARD to get gens done with campers. If you’ve got an inexperienced killer, sure you could escape. But it’s near impossible to escape when you got a decent killer camping.

Well yes but windows are all over maps unless you got some unlucky spawns on shelter woods. The killer can only camp up to 8 hooks but survivors can vault many different windows. The difference is one is literally uncounterable and the other isn't. Just imagine if house of pain, disturbed ward didn't have entity block. Yeah no everyone would run there every chase because it would make them legit invincible. The whole reason entity blocker exists is to EVEN give killers a chance to catch survivors. I think you vastly overestimate campings power compared to windows not getting blocked.
Having a camping killer is uncounterable as well. Chances are no one is coming for you. If someone does, the killer is right there and just smacks you down & hooks you again.

Never said anything about windows. Plus entity blocker is to make the game more fair for killer cause imagine any strong window with no entity blocker.
You equated camping to a legitimate strategy/game play.
By the same token, jumping through windows is a legitimate strategy/game play. The devs put windows there and they’re used as such. But for some reason, doing so indefinitely is deemed not to be fair or legitimate.
One style of game play of being penalized over an other.

Ah yes, vaulting through the same window was annoying/frustrating, therefore block that window because that was abusing the system. It was bad behavior.

Make devour hope basekit, but add 2 stacks to each requirement, so it takes more hooks to get the Mori and exposed. Also make BBQ basekit, along with Empathy on survivor side.
I’m ok with allowing the Haste part of Devour as a basekit. But being able to down or permanent exposure is just asking killers to stay near hooked survivors just so you can down more survivors.
I’m not sure how to feel about BBQ as a basekit. As a survivor, I feel it gives killers too much of an edge because you’d be able to have that trigger at least 7 times in one game. On top of whatever other perk you might have to see me running around.

Alright, I take it you’re regularly a killer. What would incentive you to go hunt other survivors rather then sit there watching grass grow?

That’sa great idea. If a killer wants to sit in front of a hooked survivor, let the other survivors finish the gens faster so we can move on to the next game.
But what if the killer is around that hooked survivor because they’re chasing another survivor? How will the game know the difference!? The game knows. It’s not hard to program an exception like “if killer chasing 2nd survivor, gens repair at regular speed.” What about a game where you have 2 stories? Devs can write code for 1st/2nd floor for location.
What’s your incentive as a killer to leave that hooked survivor? To kill survivorS. To prevent gens from being completed. To prevent those meddling kids from getting off the map. I’m not sure how watching paint dry (people dye on hooks) is fun for anyone. You have things like Tinkerer, BBQ & Chili, Pop, Nurse’s Calling, etc. where you CAN SEE where players are. Legion can see players nearby when his abilities activate. Freddy can teleport to gens being worked on. Demi can teleport too and has a perk where he can see survivors when he comes out of portals. Pin can teleport to whoever has his box and the stupid chain frenzy that works across THE ENTIRE MAP for about a hot minute (I haven’t actually timed it).
Good killers can take out all survivors without a single gen getting done. And I will die happily on those killer’s hooks.

I usually play in a group of 4 survivors, even with someone using Borrowed Time & having others run interference someone gets knocked down & hooked and is now being camped.
In other games, when we realize we’ve got a camper we stay on the hook as long as possible to allow the others to fix gens. At best, 1 of us might escape. Maybe. If they find the hatch or manage to open a gate. But those chances are as good as getting off the hook yourself.
I want to play a game and having killers just stand in front of me as I’m hooked is just so frustrating. There’s no competition, I just want to move on to the next round. When I’m playing solo I just kill myself so I can move on.
In the end, it’s a very unsatisfying round that we all just want to end and move on from.
