I prefer either corrupt or noed in my builds.
Corrupt, when it blocks normal 3 gen:
- Show where 3 gens are
- Since survivors normally spawn in 3 gen area, it also serves as an information perk
- Gives you more time at the beginning of the match
I usually have no time to pop the gens, so I am not running this perk
Corrupt gives you a chance to save the gens and maybe get one down at early game, but NoED gives you downs at the end game, so this is why I either run corrupt or noed.
Other perks: I prefer running Brutal. This is not a slow-down perk, but I can kick the gen in mid-chase, this is quite nice. And it also helps on maps with billion pallets.

Probably, since MMR on new killer is lower compared to the killers you've played,
the system gives you ez survivors... who are AFK...
You need to 4K them to move forward to another match, where the chances to find non-AFK survivor are higher.

Survivors shamed me for using NoED.
Dumb survivors tried to shame me for using a perk in the game, LOL

This perk is flawed in so many ways, even its "powerful" effect of regressing a gen 25% doesn't make up for it.
Any perk that requires you to kick a gen is inherently weak, because if you have to chase someone off it, you have to give them a huge lead on you. If you chase them after that, you'll lose the game because you're gonna take forever to catch them, but if you don't go after them, they come straight back to the gen and finish it.
It's only 45 seconds. Probably the most unjustified, stupid perk nerf that ever came to be was the Pop nerf. It should still be 60 seconds. 45 seconds is nothing. You have to beeline to a gen to get it off in time, and if you don't because you took a 15-second chase or whatever, you lose it. So now we're not even getting to use our perk.
This perk also has horrible synergies with other perks because of its gen kicking nature and because of the aforementioned 45-second limit. Dead Man's Switch is exactly 45 seconds as well, so you can't use it with Pop anymore. You can't use it with Ruin because Ruin doesn't let you kick gens. You can't use Pop with Surge, sometimes Eruption, or sometimes Oppression for the same reason. You have to wait for Thrilling and Deadlock to finish up before you can kick the gen. More bad synergies.
You can only use it by hooking someone as well. Do the devs not realize how unviable hooking is becoming? To get a hook, you need a chase, which will take you like 20-30 seconds at best. That chase can be game-losing. At minimum 2 gens will go, just from that. Then when you go to the 3rd gen, it gets finished in your face, and you get robbed of Pop. This is why people run Ruin, because they don't need a hook for it to work, but then again it's a hex so it goes down in the first minute, if not the first 20 seconds.
So what does this "OP meta perk" Pop really do for you? It's become meme tier almost. Anytime survivors complain about this perk I just laugh, not out of humor but out of pure disbelief. At 60 seconds, it may have been decent. But now? Absolute dice roll perk. You either don't get to use it, or the survivors throw the game so hard that it's overkill.
I agree with you. From my experience, I need to spend some time to find and kick the right gen. Get blast mine, and kick again when the pop had already expired. Lol.
Nerf from 60 sec to 45 seconds (yep, -25%) was a signal to me to stop using pop in general. It could be good in some builds, but on average it is not that useful. Sure, there are moments when I think "I wish I had Pop", but in most matches I am not getting the full value of pop. Only maybe when survivors are greedy and want to finish THAT Gen in my face.

We know the most painful Hill Billy's weakness are:
- Indoor Maps -- nothing can be done. Maybe Lo-Pro on The Game
- Pallet mind games. Compared to Bubba, Billy is not that dangerous if you won't drop the pallet and continue looping -- please give Billy brutal as the addon -- so I can use other perks instead
- Vaults -- give Billy bamboozle as an addon -- and Billy will be happy

Some Billy's awful and useless addons were turned in less useless addons... I guess this is a small buff.
I have expected more for such fun killer as Billy
