Я исходил из того, что Солдат будет работать по самой базовой шутерной механике, в которой быстро совершить 6 выстрелов не составляет труда. Та же Чума и Охотница требуют немалого количества времени в рамках погони, чтобы нанести полноценный урон своими способностями.

3.)Sadomasochism
Every time you're stunned by a survivor, you gain a token, up to a maximum of 5. Your movement speed is increased by 2/3/4% for each stack. At max stacks, you may consume them to kill a survivor yourself. A stack will decay every 20 seconds when not in a chase. Entering a chase pauses the decay timer.
1) Bloodthirsty - 5 seconds is 33,(3)% of the time needed to activate "Bloodlust"; not removing after the injuring (when there already is "Play With Your Food", which does lose a token after the hostile action); 12% swing recovery (when old "Unrelenting" was about 6%) - this perk is completely imbalanced. Only the lingering after ending the chase seems both practical and balanced.
2) Out To Dry - this perk is interesting, but it may cause more hook camping play.
3) Sadomasochism - It may give a huge amount of additional movement speed during a short time and it doesn't decays that strong for its effect (a way much powerful than PWYF) - OP either
You're creating imbalanced perk concepts, but the core of them is good, you should imrprove the concepts - I'm telling it to you as a Killer main.

IMHO this concept would be completely good, if there wasn't The Ghostface, because his ability is in the same niche (dealing extra damage to a single survivor by M1 attack) and it's insta downing, instead of The Cook's weakening. Also, The Cook uses a kitchen knife, which is already used by The Shape, so I guess it's better to be a butcher cleaver, than kitchen knife or something else. You know, there are a lot of knives in the game, it gets boring.
Mori is good in spite of the simplicity, nothing more to say. The story concept is great, because it's almost brand new type of killer motivation, just a little similar to The Legion.

Oh, for some reason I didn't spot "main" scrapper perks at first...
So, "Vulture" should have stats in level 3 according to level 1 stats of "Bamboozle", "Shadowborn" and "Brutal strength" - 5% faster vaulting, 8 wider FOV, 10% faster breaking actions. Otherwise, this perk will be considerably much powerful, than any of others itself.
"That's mine" according to your desribing is OP either - while "BBQ & chili" reveals auras only for 4 seconds in a range more than 40 m and may be used maximum 11 times per match - this perk, theoretically, may be used infinite amount and reveals auras for a way bigger time.

Both perk ideas are good, nothing more to say, though I thought for a second that the killer's perk is a little OP by numbers.

A pretty good killer concept. Though, the first perk you described is just a half-cut The Doctor's "Monitor abuse" perk I guess.
About the survivor - the first and the second perks have good ideas within, but too big numbers:
IMHO - more than 10% additional vaulting speed for nothing seems OP. As well as a recover from an exhaustion while running in 60% of normal speed.
The third surv perk is also a good one)

Ok let me go quickly over your concerns:
1) No, this doesn't mean tunneling is prohibited. It is meant as a broader scope, like trying to target an user over multiple matches specifically to ruin his game experience. This implies also trying to specifically search and get him ingame with you to do so.
2) If you have specific ideas do tell them and i'll get back to you, but it's basically blocking the game to prevent it finishing. This includes bodyblocking people in corners for minutes for instance just to annoy them (without a beneficial game advantage. For instance if you bodyblock someone as wraith for the time it take you to get out of your cloak and hit them, this doesn't count because you're using a tactic that benefits your playstile)
3) Yes, exactly that.
4) It means using software or hardware to manipulate network traffic (to causa lag to others basically) to your advantage.
As you can see these are all things that cannot happen if you behave and play normally the game. These are all things that happen only if you get out of your way to specifically make them happen. So there is no risk of doing some of these involuntarily. 👍️
So, about №2 - in one of my last matches, after the gates became powered (but not activated) I saw a survivor in a bad spot for him and decided to bodyblock him in a corner to get some BP in sacrifice category after the Entity's countdown ends, because one of the gates was close and I wouldn't be able to sucsessfully hook him. Does it count definetly like holding the hostage or 50/50?
