I also think given that you're pretty high ranks alot of your opponents will be swf duos or groups. If it still seems off to you (although difficult during a match) try to make a note of the times and if it's a significant boost without the use of perks maybe bring it to the devs attention.

There was recently a bug with Wake Up that caused it to apply the speed buff to all actions but that was quickly removed. I seen someone mention an increase in Prove Thyself and I agree I have seen alot of people running it lately, accompanied with leader it's a pretty incredible speed boost
