I forgot to mention, the game didn't allow interactions (such as gens) after the bug happened.
This is obviously just one rare edge case example, but there can be a number of scenarios that could lead to either side wishing to surrender.
Games with "competitive" ranked modes allow surrendering (typically after so many rounds or time period). I appreciate we need to prevent griefing and abuse of the feature, but lets say you were to say queue up against a hacker, It would be amazing if you could immediately end the game.
It was just Today, I was watching a streamer (a fog whisperer in fact) and they queued against a hacker twice. In this example, they decided to DC (x2) and incur a 5 minute penalty.
Allow us to surrender, but introduce some sort of a cap in a certain time period, after which you can start reduce rank or some other disincentive.

The challenge is for you to emerge from a snowman and hit a survivor within 5 seconds.

Actually, It's probably more UI friendly to have the option on the loadout screen itself like the attached.
Forgive my MS Paint skills.

I've also had this issue. Identical behaviour as OP.

Sorry to Gravedig.. But I can confirm this is still an issue.
As per OP, If you (the healer) heal a survivor whilst your standing next to these objects.. You can see you slowly move up the object. It's very easy to reproduce.

"Possible to wait out dead hard for distance"
The point is, Killers could wait old the old dead hard too but they were under more pressure to time their attack in the fear of a survivor making it to a pallet/vault, making the perk more effective.
The new dead hard doesn't have as much pressure, making it easier to wait out.

DH is not worth it anymore. Once a decent killer knows you have DH, it's much easier to wait out than before. Unless you're already close to a pallet or vault where the killer is forced to swing, a good killer will simply wait.
The benefit of the old dead hard was it did give you the distance making it more difficult for the killer to time properly, but still possible to wait out.
There's just better perks to use instead of DH.

Can confirm this also happens for me
