I am having the same exact issue. I was able to successfully link XBOX, MS, PS, Steam with all content and progression. I did try turning off family sharing, but to no change. Most of the DLC I own is from my XBOX. I submitted a ticket on the Behaviour website, hoping this gets resolved. If I hear something, I will let you know.
