As annoying as the meta can be sometimes, I'm not sure the solution is to nerf over 80% of the perks. Especially considering a good chunk of those perks are already awful or barely decent.
This would also just punish people who choose survivors because they like the character or how they look. It would also just nerf killers that have bad teachables, since the perks they have at 100% would be bad perks, and the good perks would be weaker.
Thank you for the feedback I really appreciate it. I agree about a lot of the bad perks would just be nothing at all but something needs to be clearly outlined so we know who needs to be reworked for the better or worse so we can be a better game for killers and survivors.

It's a very interesting idea to balance perks around what characters you learn them from. But I think the end result would further stagnate the current meta. For example, if DS was changed to only be active for 40s on any survivor who isn't Laurie then a lot of survivor players who exclusively play her. Because although other meta perks would be the weaker, DS, one of the most powerful perks in the game, would still be at full strength.
Perhaps in another game a balancing idea like this could work. But in DbD it'd just lower the amount of build variety.
Thank you SirCracken for the feedback. That why I was just brainstorming a way to overhaul some of the issues at one time so we can maybe get some more clear data and in the right direction for perks not all being the same at all time when the meta right now is so one sided with perks and for killers their ability's.

this wouldn't be a game changer. mainly since a lot of perks would either cooldowns or decrease their durations. people will second guess some perks...but with others it wouldn't be a problem.

Wouldn't this just bring less survivor diversity. and make the meta even more concrete

Yep. You'd just start seeing more Meg's, Claudette's, Bill's, David's, etc because people will pick Survivors for their perks instead of simply who they like the most.
It's been suggested many times before, and it simply isn't a good idea.
Thank you Bran, IlliterateGenocide and Superyoshiegg for your feedback. So I want people in this community to start second guessing perks and maybe a little more craft theory for their builds. Also Yes this would divide the sea of great survivor to mediocre survivors and killers just like in any competitive game too which would mean we would have clearer data on what we should do as whole to move forward in the game and still able to keep identity's of the characters so we have some diversity and not seeing the same thing over and over.
