STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: Unsure when it first occurred but I can say with certainty that it was at 40/48 before the Week 11 rift pass quests came out and after completing a few of the Week 11 rift pass quests, it still hasn't progressed.

Same problem. I did 53 quests, but it shows I only did 44 and I don't get the banner.
